Portugal raises $3.9 billion in debt auction
(AP)? LISBON, Portugal ? Bailed-out Portugal managed to raise euro3 billion ($3.9 billion) in a debt auction Wednesday despite concerns that a deepening recession could force it to ask for more international financial help.
Portugal has enacted broad spending cuts to reduce its massive debt load, but after a double-dip recession in 2011, the government is forecasting a further 3 percent contraction this year.
The downturn could leave Portugal short of funds, meaning its European partners and the International Monetary Fund may have to find more money on top of the euro78 billion ($103 billion) they lent to the country last year to escape bankruptcy.
European officials, keen to avoid another eurozone country joining Greece in needing a second bailout, and have praised Portugal's commitment to austerity. All three major political parties have given their blessing to the debt-reduction program.
Inspectors from the bailout lenders were due in Lisbon on Wednesday to determine whether Portugal is honoring its agreement to cut spending and enact economic reforms in return for the financial rescue. The evaluation is expected to take about two weeks.
They arrive just as the Portuguese government debt agency said interest rates in the sale of 3-, 6- and 12-month Treasury bills were below 5 percent ? viewed as a manageable level. Demand was also fairly strong.
Though the Treasury doesn't need the money because Portugal's financing needs are covered by the bailout until next year, it wants to maintain a presence in the markets to test investor sentiment. It's aiming to raise euro17.4 billion in short-term bills this year.
The interest rates at debt auctions have ticked lower in recent months, making the government hopeful it will be able to sell longer-term debt next year, and from then on get by without further help.
However, the recession and a jobless rate that has climbed to a record 13.6 percent have cast a pall over its efforts.
The debt agency said it sold euro300 million in 3-month bills at a rate of 3.845 percent, down from 4.068 percent two weeks ago and 4.346 percent in November.
It sold euro1.2 billion in 6-month debt at 4.332 percent ? lower than the 4.463 percent two weeks ago and the 4.75 percent last month.
The 12-month debt went for 4.943 percent. A sale of 11-month bills last month saw a rate of 4.986 percent.
Demand was more than 10 times higher than the amount offered in 3-month debt and more than double for the two longer bills.
"The overall trend in these operations is that Portugal's level of risk is dropping," said Filipe Silva, debt manager at Portuguese financial group Banco Carregosa.

Harrison made his Davis Cup debut, defeating Michael Lammer 7-6 (0), 7-6 (4) to extend the Americans' lead to 4-0. Isner, who stunned Roger Federer in four sets Friday, then beat Marco Chuidinelli 6-3, 6-4 to give the U.S. its first sweep since a 2004 first-round series against Austria.
"It was really exciting to be out there," Harrison said. "To be part of this week was a huge experience."
The U.S. will play at France or Canada in the April 6-8 quarterfinals. In other pairings, it's: Argentina vs. Croatia, Austria vs. Spain and Czech Republic vs. Serbia.
Harrison was selected by captain Jim Courier after the U.S. sealed its victory Saturday, when Mardy Fish and Mike Bryan beat Olympic doubles champions Federer and Stanislas Wawrinka. Federer and Fish had been scheduled to meet in Sunday's first match.
Courier praised Harrison's maturity and all-around game.
"You see the weapons. He has got a lot of upside and I look forward to sitting on the bench and watching it firsthand," Courier said. "This was a great experience for Ryan and for me."
Harrison, ranked 95th, dominated the first-set tiebreaker against the 251st-ranked Lammer with volley winners and strong serves, clinching it with a powerful passing shot.
"I got the first point off and that was pretty big. After that, it just kind of flowed," Harrison said.
Courier, a Davis Cup and four-time Grand Slam winner, suggested the 17th-ranked Isner is on the verge of a career breakthrough.
"I learned that John can beat anyone at any time, because no one has a chance if he plays the way he plays, and serves the way he serves, unless they play incredible defensive tennis," Courier said.
Isner cruised against Chiudinelli, the 190th-ranked childhood friend of Federer, and served his ninth ace on match point.
"I definitely played top-notch tennis this weekend in tricky conditions ? in Europe, in February, on clay," Isner said. "No matter the surface, no matter the opponent, a lot of times the ball, the point, the match is going to be in my control."

And so it is upon the foundation of mall movie and wacky sketch movies that we can approach B$M, which opens with a shot of Johnny Depp walking down a street in Paris wearing a Diamond Jacket - yeah, expectations blown. Having squandered a Billion dollar budget on a three minute feature for the Schlaaang Corporation (who have more production logos than I've seen since "The Room", of which the duo are also self-confessed fans), Tim and Eric are now on the run with no money and running out of options. That's when a chance discovery at a urinal conveniently promises them Billions of dollars ("it's easy, not hard - and the best part is it's easy") for running the Swallow Valley Mall. They reinvent themselves in a scene that's equal parts make-over and make-out as DOBIS PR and head to Swallow Valley to meet the owner Damien Weebs (Will Farrell) who bequeaths them the Mall and the promise of big money.
Swallow Valley is host to a slew of unusual characters like Taquito (John C Reilly) who lives in the mall and will probably die soon. With Taquito as their guide Tim and Eric circle the mall and meet Alan Bishopman (Will Forte), the sword salesman opposed to that mall's rejuvenation because he gets paid not to sell swords, Reggie the second-hand toilet paper salesman and his son to whom Tim takes a shine, and Kate Hill the Celebrity Balloon vender for whom Eric lusts. On their trail are the Schlaaang executives (Robert Loggia and William Atherton, the bad guys from Lost Highway and Ghostbusters respectively) who kidnap Tim and Eric's mothers hoping to discover their whereabouts. Factor in contributions by Jeff Goldbloom, Zach Galifianakis, Michael Gross, David Leibehart, James Quall, Ron Stark, and so on... you get the idea. If you're a fan it's going to be a great ride. If you're not, don't be put off - this is really worth a look with if you've dismissed Tim and Eric because you like them but the Awesome Show, Great Job! wasn't your jam you should check this out on demand or in theatres when it launches in March.
