See Jupiter and Moon shine dazzlingly close together Monday

Stargazers looking up as darkness falls on Monday will notice an eye catching pairing-off between two of the brightest objects in the nighttime sky, weather permitting.?

  1. Space news from NBCNews.com

    1. 'The Blob' boosts northern lights

Science editor Alan Boyle's blog: "The Blob" from the sun has come and gone, sparking nothing more than beautiful views of the northern lights ? and there could be more blobs to come.

    2. Scientist proposes to girlfriend amid aurora
    3. NASA 'Mohawk Guy' to march in inaugural parade
    4. 'Planetary parks' could protect space wilderness

The moon, appearing as a waxing gibbous phase, 78 percent illuminated, will appear to stand close below a very bright, non-twinkling, silvery "star." But it won't be a star that will be keeping the moon company on America's Inauguration Night, but the largest planet in our solar system: Jupiter.

Across much of the United States and southern Canada, this will be closest that the moon and Jupiter will appear relative to each other until the year 2026. On Monday night, the moon will be about of 248,700 miles (400,500 kilometers) from Earth, while Jupiter will be nearly 1,664 times farther out in space at a distance of 413.8 million miles (665.9 million km).?

During Monday's stargazing event, observers have the chance to see what astronomers call an appulse ? a very close approach of the moon to Jupiter. An appulse is a phenomenon caused by perspective only. There is no close physical approach in space between the two objects involved.? Astronomers insist that appulses have no direct effect on the Earth.?

The moon, moving around the Earth in an easterly direction at roughly its own diameter each hour, will creep slowly toward and ultimately pass just below the giant planet. Jupiter, meanwhile, will be shining about three times brighter than the brightest star, Sirius, offering a commanding sight for stargazers despite its close proximity to the moon.

[ Amazing Stargazing Photos for January ]

Although it will be the moon that will be moving in Jupiter's general direction, the illusion will be that it is Jupiter that is moving, appearing to glide slowly along on a path taking it above the moon. A similar illusion occurs during a lunar eclipsewhen the dark shadow of Earth appears to be slowly creeping across the face of the moon. In reality it is the moon itself slowly creeping into the Earth's shadow.?

After their closest approach Monday, the moon will spend the balance of the night moving slowly away to the left (east), leaving Jupiter behind.??

The table accompanying this guide gives local times of Jupiter's closest approach to the moon's upper edge on the night of Jan. 21 for 20 major cities across the United States and Canada. Separation is given in terms of a fraction of an angular degree. The width of the moon is equal to one-half (0.50) of a degree.?

Examples: From Boston, closest approach between Jupiter and the moon is at 11 p.m. EST. Separation is 0.62 of a degree or one and a quarter times the apparent width of the moon from Jupiter to the moon?s upper edge. From Miami, closest approach is at 11:02 p.m. EST, the separation is listed as 0.33 of a degree or two-thirds of a moon's width separating Jupiter from the moon's upper edge.???

From Halifax, Nova Scotia, an asterisk indicates that the closest approach between Jupiter and the moon comes after midnight on Tuesday.?

And here?s another interesting illusion: For many places in the United States and Canada, Jupiter will be separated from the moon's upper rim by at least a half-degree (0.50) ? equal to the apparent width of the moon. And yet visually to the eye, Jupiter will appear to be much closer; in fact, seemingly impossible that the gap that separates Jupiter from the moon's edge would be large enough to accommodate an object that is equal to the size of the moon itself.?

[ How to Observe the Moon (Infographic) ]

Even from places like Boston, Montreal and Edmonton where the gap exceeds a half degree, Jupiter will appear much closer relative to the moon?s edge. Check it out for yourself.

If you own a small telescope, there are several stargazing opportunities to get a close look at Jupiter during Monday night's appearance.

According to Sky & Telescope magazine, Jupiter's Great Red Spot, a colossal storm bigger than the Earth, can be visible in amateur telescopes from 9 p.m. to 10:40 p.m. EST (6 p.m. to 7:40 p.m. PST/0100 to 0240 GMT). And Jupiter's icy moon Europa will cross in front of the planet, as seen from Earth, between 8:13 p.m. and 10:37 p.m. EST (5:13 p.m. and 7:37 p.m. PST/2213 and 2337 GMT). The best time for amateur astronomers to try and spot Europa's shadow on Jupiter via telescope will be between 10:22 p.m. and 12:46 a.m. EST (7:22 p.m. and 9:46 p.m. PST/0222 and 0546 GMT), the magazine's stargazing experts said.

"You'll also get an opportunity to attempt an unusual feat: spotting Jupiter in the late afternoon, before the Sun sets," said Tony Flanders, associate editor at Sky & Telescope magazine and host of Skyweek on PBS, in a statement. "First locate the moon medium-high in the east; then look a few moon-widths left or lower left of the Moon for Jupiter. It should be easy to spot with binoculars if the air is clear."

Lastly, if you are lucky to be situated across a broad swath of central South America including French Polynesia, Pitcairn and Galapagos Islands an even more spectacular event will take place, when the moon will hide or eclipse Jupiter (called an occultation).

But don't fret if you miss the moon's occultation of Jupiter Monday night. Another one will occur on March 17, according to Sky and Telescope.

Editor's note: If you snap an amazing photo of Jupiter and the moon, or any other night sky view, that you'd like to share for a possible story or image gallery, send photos, comments and your name and location to managing editor Tariq Malik at spacephotos@space.com.

~Things you need to know about the club itself~

Once inside the club
Once you step foot inside the extravagant manor at which the meeting are held in you cannot leave the grounds until the block is lifted. The block is put in place by the president of the club to keep anyone with special gifts or talents on the inside and anyone who is not special on the outside. There is literally no way to escape until the block is lifted.

Activities
A lot of activities done within the club are very old fashioned, dating back to the 1700s when the club was established. Everything from the way the write to the way they dance is derived from the 1700s. The attire of the club consists of beautiful Victorian ball gowns and old fashioned tuxes. At the start of the club meetings there is a council held for all members, it?s boring but it has to be done, after everyone is free to practice their powers on innocent sacrifices, normal people who have been caught for this purpose they will never be set free. The second half of the night is the ball where everyone can mingle, though masks cannot be taken off, nor your real identity reviled, this is mostly for the younger crowd.

By blood we are bound
By blood we are bound is the oath that everyone must give. Their blood is taken from them and kept secret, a curse is placed over the blood, if you betray the club, your blood is destroyed and you die slowly and painfully. It does not matter if you are the president?s son, for betraying you will die. The club is cold and one mess up could cost your life.

Info
All members live in the real world, got to real jobs. As far as high school all members who attend high school go to the same school, though they are unaware of the other. I?m sure their smart enough that they may have a feeling or another person may look familiar, but they would never question in fear of giving secrets away.

Why Masks?
Not only does the club want each guest to have privacy, but they feel as though it is a good way for their young members to fall in love without looks and more based on personality.

Secrets
Any secret society is bound to have a few dark secrets. But, this clubs secrets are beyond infidelity or embezzlement. Let me enlighten you, for starters, in 1725 when the club was first founded the son of the first president murdered his father and his mother for full power of the club, his power was the only one of its kind immortality and invincibility, his brother on the other had had the only power that could kill his power hungry brother and he did so. Now ?The Masquerade? belonged to the youngest of the president?s sons. Years pasted and the more the club grew the dark and more horrifying the secrets become. Thus, going to extreme measures to keep the club and it?s secrets hidden.

Michael Bisping?s title shot hopes evaporate as Vitor Belfort wins UFC on FX main event by TKO

Michael Bisping needed a win at UFC on FX 7 in Sao Paolo, Brazil, on Saturday night to keep his title shot hopes alive. But Vitor Belfort got the better of him, winning with a second round TKO.

Belfort ended the first round well, wobbling Bisping with a head kick followed by aggressive punches and knees. The round ended before Belfort could put Bisping in real danger, but it was a sign of things to come.

In the second round, Belfort landed another head kick, but this one sent Bisping to the ground. Belfort followed with several strikes on the ground until the fight was stopped at 1:27 in the second round.

Bisping, who got into a heated exchange with Belfort during a pre-fight press conference, was humble in defeat.

"It was a beautiful kick. He caught me. He was better than me tonight," he said after the fight.

Bisping was hoping for a big win so that he could get a chance at Anderson Silva and the UFC middleweight belt. In his Yahoo! Sports pre-fight blog, Bisping said his motivation for wanting to fight Belfort was simple.

"He?s trying to take my title shot off me. He?s trying to take my family?s security off me," Bisping wrote.

But now it's unlikely he'll get near a title shot any time soon. Bisping is 1-2 in his last three fights. Though he's been in the UFC since 2006, this fight was his best chance of earning a shot at the title.

[Related: UFC on FX 7 bonuses: Belfort wins Knockout of the Night]

Belfort fought for the middleweight title in 2011 and light heavyweight title in 2012. He lost both times, but didn't hesitate to ask for a title shot in his post-fight interview.

"I want that belt. Get that punk Chael Sonnen out. Let me fight Jon Jones! Not that clown!"

Sonnen, who has fought at light heavyweight in the UFC since 2005, is fighting for the UFC light heavyweight belt against champion Jones in April.

Dolloway, Gonzaga, Nurmagomedov notch wins

C.B. Dolloway took a thrilling win in the co-main event over Daniel Sarafian, who was making his UFC debut. The judges saw it 29-28, 28-29, 29-28 for Dolloway, who came back to win the fight after not having a great start. Sarafian easily took the first round. He slowed Dolloway down early in the round, and got the better of exchanges throughout.

Sarafian owned the second round with big punches, but almost lost late in the round. Dolloway hit Sarafian with an uppercut, and then swarmed with several more strikes on the ground. The horn to sound the end of the round saved Sarafian from a stoppage that looked seconds away.

[Also: Bellator's debut on Spike TV ends up a mixed bag ratings-wise]

Dolloway started out the third round well with takedowns and much better positioning, but Sarafian swept to get on late. Sarafian took Dolloway's back, but couldn't get in a rear naked choke. Then Dolloway reversed position as the fight ended. His record moves to 13-4.

Gabriel Gonzaga's condition deep into a fight is often a problem, but he didn't have to worry about it with a second-round submission win over Ben Rothwell. After outstriking and outwrestling Rothwell in the first, Gonzaga grabbed an arm-in guillotine from the standing position. To get more leverage, Gonzaga jumped guard. He cinched Rothwell with his legs and tightened the guillotine. Rothwell tapped at 1:01 in the second round.

This is the second straight win for Gonzaga since returning to the UFC. Both have come by submission.

Khabib Nurmagomedov started the main card off with a quick and exciting win over Thiago Tavares. Nurmagomedov dropped Tavares with an uppercut, and then finished with several elbows. The fight was stopped at 1:55 in the first round, though not quickly enough for UFC president Dana White, who tweeted, "Ok that is officially the END of Dan M!!!! Guys head is straight up his [expletive] 2 night!!!! 17 vicious strikes!!!! After he was already hurt"

With this win, Nurmagomedov has three straight wins in the UFC, and an overall record of 19-0.

Power to my Mom and Superfoods - Operation Muffin Top ...

I remember my mom?s happy disposition and unconditional love. And though I can?t throw my arms around her for a hug on Sunday, I will smile and be thankful for the monumental impact she has had on my life and health.

Mom lost her life to breast cancer when she was 49. I was 13.? Throughout her fight, she asked me if I could only remember her when she was healthy?healthy, say what? A double mastectomy, bone marrow transplant, rounds of chemo, rounds of radiation, more rounds of chemo, oodles of nurses, 10 hospitals, 6 years, and 1 short lived remission?err, sadly, healthy doesn?t really ring a bell.

However, there are special memories that have influenced me to do everything in my power to remain healthy and happy. A day has not gone by over the past 15 ? years where I don?t think about my health. And it wasn?t until last year that I discovered the importance of nutrition and the power of food, especially superfoods.

At that point I ate a relatively clean diet: no processed foods, no soda, lots of fruits and vegetables. ?Healthy? right? Well, little did I think about antibiotics used on farm animals or hormones in dairy or the cons about caffeine.? I had never heard about superfoods like kale, goji berries, chia seeds, hemp seeds and maca. So over time, I added these superfoods into my diet and what a difference they have made! In my opinion, I no longer suffer from seasonal allergies or sinus infections because of these superfoods (and other dietary and lifestyle changes). Just like I owe credit to my mom, I also owe credit to the nutrients I obtain from my two latest superfood favorites:

  • Kale: I love kale because it oozes with energy. It?s my leafy green obsession to say the least. I enjoy it cooked (kale chips are the bomb!), raw, and juiced! I juice it with celery, cucumber, apple, pear, and parsley (all organic please!) and am instantly energized. Kale is high in vitamin C, A, and K, omega 3?s, iron, calcium and fiber. It helps lower cholesterol, brightens the skin and wards off cancer. Gosh, I love kale and buy it by the bushel at least once a week.
  • Goji berries: I enjoy these chewy berries daily in salads, smoothies or mixed with raw nuts! I even add them to my home-made protein balls. These berries offer an excellent balance of daily macronutrients, containing carbohydrates, high-quality plant-based protein, healthy fat, and soluble fiber. Goji berries are high in Vitamin C, beta carotene, and antioxidants. Yummo and oh-SO healthy!

Food is not just calories or something you put on your fork to enjoy. It is information. Food talks to your DNA and tells it what to do. Educate yourself about food, and experiment with some superfoods!

Have a great weekend?and make it a healthy one, too!

-Liz

Aaron's Law ? The Reality-Based Community

This is a long post that sketches a system in which we can have about the right amount of digital goods at the right price, and pay the people who make them properly.? IP engineers, lawyers, and economists, have at it: time to stop rearranging deck chairs and steer the ship.?? The central underappreciated insight in my view is that the digital content technology system cannot be fixed by torturing dead-tree rules to fit it: technology rights must be technologically administered.

We should think about this in the larger context of infrastructure investment. In the last century and before, this country was able to channel enormous resources and courage to build stuff? that shaped the quality of life? for the better and that also paid off in enormous economic gains.? I?m thinking of railroads, (less fondly of highways), museums, universities,? water systems, the electric grid?
Not all of that infrastructure was physical: we also invested in all the knowledge in the libraries of those universities and the know-how in the heads of all the people who attended them, weights and measures standards so any 10-32 machine screw will fit the hole tapped with any 10-32 tap, all the music, books and movies, and more.? ?More? especially included a legal system that worked well enough to get those books written and songs played, at least as long as they had to be packaged in something that could be locked up in a room.
Almost all of it is worn-out, obsolete, undermaintained, and failing in so many ways.? The roads are potholed and congested, the electric grid doesn?t connect to where we need to collect energy and too stupid to do what it should, the universities are turning away people who want to learn (my main spring course roster is 20% waitlist and no, a bigger room won?t solve the problem)?? But the most important of these failures, triggered by our ability to encode information as bits instead of ink, is the collapse of the information distribution system, and Aaron Swartz is an appropriate symbol of almost everything that?s wrong with it.? Today I got an overdue notice from the library for a paper book. What?s next, a horsedrawn carriage ride to return it: why, in 2013, should I have to get a book back on a physical shelf for someone else to be reading it??!! Why should someone in East Gulch, with its one-day-a-week, one-room library if it has one, not be able to read it at all? Why should musicians not be able to collect a nickel for their work without selling seats for a live performance?
Now is the time to build an information infrastructure of laws and conventions that will create more value and take fewer? casualties.? First, not just a hat tip, but a sweeping bow to Lawrence Lessig, Terry Fisher, Neil Netanel, and the other thinkers who have been exploring this territory over the last decades.
First, the general principles:
(1)? Honesty:? When people decide to use information, they have the right to know what that use really cost (not what it cost to make the first copy, interesting though that might be).? When people generate information, they have the right to know what value their work created or is likely to create.
(2) Privacy: People have a right to use information privately, especially with regard to government.
(3) Efficiency: Independent choices by actors in a free market, correctly informed by prices about costs and benefits (including external costs and benefits) , will almost always beat administrative or authoritarian choices.
(4) Justice: Creators have the right to be paid for their work in amounts commensurate with the value they create.? Consumers have the duty to pay for the costs their choices impose on others. Everyone has the right to free speech as broadly understood under the First Amendment.
(5) We?re all in this together: information is the collective patrimony of society. Taxes paid reflect collective benefits but not necessarily exactly the benefits received by each person.
(6) The criteria for a digital medium property regime is that it be better than what exists, and good enough. It will have irremediable flaws and deficiencies.
Short version and implications: Creators (if they wish) need to be paid proportionally to the use made of their work; consumers of digital content need to have access to digital content at marginal cost, which is in almost every case zero beyond the consumer?s time and wear and tear on her hard drive.? The big fact about consuming digital content is that doing so leaves no less for everyone else; the corollary of this fact is that charging any more than nothing to consumers is wasteful.
Here is a sketch of? the only regime known to me that respects these principles.? Nothing in it exceeds demonstrated capacities of existing technology. Note that it can coexist with conventional copyright for authors who prefer the latter.
A. Beginning in 20xx, there shall be appropriated from general funds to the copyright office the sum of $00? per year for administrative costs and implementation of the program described herein.? Beginning in 20yy,? there shall be appropriated from general funds to the copyright office the sum of $000? annually to be disbursed as ?use-scaled? royalties as provided in the following titles.
B. Any legal person wishing to receive use-scaled royalties for creative work in digital form as author shall place with the copyright office a fair copy of the text, image, recording, etc. and identification sufficient to direct annual royalty payments.? The copyright office shall retain copies and distribute royalties for 00 years after a work is first registered, and inform registrants of attempts to register works already in the system.
C. Any device with access to the internet shall be equipped with software distributed and certified by the copyright office that will, whenever a file is opened:
a. ?Hashcode? or otherwise extract sufficient information to identify the work contained .
b. Transmit the code created under C.a ,? but not who or what opened the file, to the copyright office.? One such transmission of code is a use of that work.
c. Transmission of the file containing a work between devices or persons shall not be a use.
D. The copyright office shall accumulate annually a count of uses for each registered work.? Annual royalties shall be distributed in proportion to the fraction of uses recorded for? each work, divided by the total of uses for all registered works.? Total royalties may be separated into such separate funds for different media [for example, video/movie royalties may result in different per-use payments than music or text] as Congress may from time to time determine.
The copyright office may use statistical sampling techniques to determine the allocation of royalties where appropriate, balancing precision and accuracy of result against administrative cost.
E. The copyright office shall not trace the origin of, nor keep any record of, the individual or device that opened a file thus identified, nor cooperate with any law enforcement or security agency with regard to its records of use.
F. The copyright office shall perform the legal, computer science, and related research required to implement the actions described herein internally and/or by contract as the Register of Copyright may determine.
G. Any person may copy, distribute, read/listen to/watch/mashup/etc., any work registered for use-based royalties without limit of time or place.
H. No provision herein shall replace or nullify any rights granted authors and their assigns under existing copyright law, except that a work in which copyright is claimed shall not be admissible for registration for use-based royalties. Rightful owners of existing copyright who register their works for use-based royalties transfer their rights to the public domain as per G above.
I. Rights to use-based royalties are transferable? among legal persons with notice to the copyright office.

High court may block Stanford investor lawsuits

WASHINGTON (AP) ? The Supreme Court will hear an appeal that seeks to shut down class-action lawsuits from investors who lost billions in a massive Ponzi scheme orchestrated by convicted former Texas tycoon R. Allen Stanford.

The justices on Friday said they would review appeals court rulings allowing the suits to proceed against individuals, law firms and investment companies that the investors claim aided Stanford's fraud.

At issue is whether a federal law aimed at limiting private lawsuits that allege securities fraud can be used to block the suits investors filed in Louisiana and Texas. A federal judge initially threw them out, but the 5th U.S. Circuit Court of Appeals in New Orleans said the suits could go forward.

Last year, a judge sentenced Stanford to 110 years in prison.

Google is using its workers as guinea pigs in an effort to do away with the password as the vulnerable lynchpin that secures everything from social media profiles to bank accounts.

In an upcoming paper from two senior Google employees that work on security ? first brought to light by Wired ? it is revealed that the company is considering how to make the password something used only rarely. Instead, trials involve people logging in simply by plugging in a compact USB key like the one picture above.

The Google authors, Eric Grosse, VP of security engineering and Mayank Upadhyay, a principal engineer who specializes in security, list many familiar reasons why passwords don?t cut it. Among them, that people choose them badly, lose them, write them down, and reuse them across services; that passwords can be intercepted by malware; and that password servers can be compromised over the Internet.

The best answer to those problems Google currently offers, known as two factor authentication, is not a long term solution, write Grosse and Upadhyay. The system has been increasingly promoted by Google, and adopted by millions of people, and requires that after entering their password a person must provide a temporary code from a text message or smartphone app to login. But the codes displayed by text messages and apps can be intercepted, and the central database that tracks authorized computers exempt from two factor authentication could be compromised.

The paper says that Google is internally testing a safer alternative using devices that sound identical to the USB keyfob pictured, made by Yubikey (I recently met Yubikey?s CEO who said they were working with a ?major cloud company? on a big project). After someone has connected their unique key with their account, they just plug it into a computer whenever they need to log in. Google has created new software that allows a website to use the Chrome browser to perform a brief cryptographic exchange with a key, proving that it is the one associated with a person?s account. No data is generated during that exchange that could be used to impersonate the key , so without a key it no one can log into an account.

Adopting that approach, says the paper, could mean that people rarely use passwords at all and ?only need a strong password for deep backup.? The company?s intention is to release the details of that approach as an open standard to be adopted by other companies.

The Googlers? proposal gets somewhat less plasuible when they suggest a solution to the problem that not everyone will find a USB key convenient:

?Some more appealing form factors might involve integration with smartphones or jewelry that the user is likely to carry anyway. We would like your smartphone or your smartcard-embedded finger ring to authorize a new computer via a tap to the computer, even in situations where your phone might be without cellular connectivity.?

One of the biggest technical problems to that idea is that there?s no widely adopted method for devices to speak directly to one another when in the same place. Google is experimenting with Near Field Communication chips that allow devices to be ?tapped? together to connect as one solution, says the article, but they?re only just appearing in smartphones and are almost non-existent in PCs.

Opera's WebKit-based Ice web browser coming to Android and iOS in February

Opera's WebKitbased Ice web browser coming to Android and iOS in February

Opera has been in the mobile web browser game for some time now, but it looks like it's set to soon shake things up considerably. As detailed in an internal video obtained by Pocket-lint, the company has been working on an all-new mobile browser dubbed "Ice," which ditches the company's own Presto engine in favor of WebKit (bringing it in line with the likes of Safari and Chrome). What's more, Ice looks to fully embrace a touch interface optimized for smartphones and tablets, with gestures replacing buttons and icons on a central home screen replacing tabs. You can apparently look for it to land on both Android and iOS sometime in February, with a new desktop version of Opera set to follow in March (details on it are comparatively light). Head on past the break for some highlights from the video.

Procter or Proctor? Even Canada Post didn?t know

Part of an ongoing look at items of local historical interest.

Practically from the day the Kootenay Lake community was born, there?s been a debate about the spelling of Procter vs. Proctor.

It is, in fact, Procter ? after founder Thomas G. Procter, who came to the area in 1891 and lived at what became known as Procter?s Landing. In 1897, he had a townsite surveyed there called Kootenay City, but it didn?t take off, and three years later a new town was laid out simply called Procter. Yet even his own real estate ads sometimes contained the misspelling Proctor.

The Canadian Pacific Railway and post office both added to the confusion. This month an extraordinary envelope attesting to this fact sold on eBay for $25.50 Cdn. Mailed in 1981, the front was hand-postmarked ProctER, while on the back, the machine-generated postmark read ProctOR. (This despite the fact the sign on the post office used to proclaim Procter with a capital E.)

Procter school custodian Grant McKean would have been appalled. According to Kootenay Outlet Reflections, his ?usual unruffled demeanor was considerably ruffled when the CPR put up a sign at the railway station spelling the name of the station as Proctor.?

McKean never missed an opportunity to tell school children of the proper spelling. Hilda Ogden received of one of his lectures, which she never forgot ? though she never had the courage to correct her teacher.

Eventually the railway relented and changed the spelling. Yet in 1985 Paul Munch received a letter from the CPR public relations department that read: ?Procter has always been spelled with an E. If the station doesn?t agree, someone made an error.?

Historian Ted Affleck noted: ?So much for the integrity of decades of CPR signs and publications.?

How did the confusion first come about? Affleck speculated in an unpublished article held by the Touchstones Nelson archives that a CPR construction engineer named A.F. Proctor ? ?a man with a flair for public relations? ? was to blame.

Affleck noted that when a spur line was built on the south side of Kootenay Lake from Five Mile Point to the outlet opposite Balfour, references became more frequent to ?the barge slip at Proctor,? and the name began to show up on official CPR timetables.

?A.F. Proctor has long passed from the scene,? Affleck wrote, ?but perhaps we should afford him some long delayed and grudging recognition for his deft exercise in public relations which seems to have resulted in the name Proctor being applied erroneously for so many years.?

We?ll add one more wrinkle: there was also a CPR ticket agent in Nelson named John Eber Proctor.

This story will appear in the West Kootenay Advertiser on January 17.

Panetta defends Obama's gun control package

VICENZA, Italy (AP) ? Defense Secretary Leon Panetta fired off a strong defense of gun control legislation Thursday, in front of a decidedly skeptical audience.

Speaking to about 150 members of the 173rd Airborne Brigade Combat Team, Panetta said steps can be taken to protect kids in school without undermining the Second Amendment.

"Who the hell needs armor-piercing bullets except you guys in battle?" Panetta told the soldiers at the U.S. Army Garrison Vicenza in northern Italy. "For the life of me, I don't know why the hell people have to have assault weapons."

Panetta, who said he believes in the Second Amendment and has been a longtime duck hunter, was asked about the issue by a soldier who wanted to know what steps the Obama administration was going to take to deal with attacks in schools that "don't have to do with tearing apart our Second Amendment."

Known for his often blunt and colorful language, Panetta added that things can be done to protect children "so that the nuts that are out there won't use these kinds of weapons to wipe them out."

President Barack Obama's sweeping gun control package includes calls for a ban on assault weapons and a universal requirement for background checks on gun purchases.

Happy Birthday, Michelle Obama

Before the inaugural festivities get underway, the Obama family celebrates another important milestone: the first lady's birthday.

Michelle Obama turns 49 today and, if previous years are any indication, President Obama will likely take his wife out to dinner in Washington tonight.

While there is no such event on the president's public schedule, the Obamas have dined out on the first lady's birthday for the past four years.

The list of restaurants visited on her birthday reads like a Zagat guide for fine dining in Washington. The tradition started in 2009 with a visit to the nearby Equinox restaurant. Just across Lafayette Park from the White House, the restaurant is known for its regional and seasonal cuisine.

The next year it was Restaurant Nora, which boasts of being the first certified organic restaurant in the country.

In 2011, the president took his wife to celebrity-chef Wolfgang Puck's restaurant The Source for dinner on her 47th birthday. They stayed close again last year, crossing the park for a steak dinner at BLT Steak.

Eddie Gehman Kohan, who keeps close tabs on the Obamas dining and White House food initiatives on her blog Obama Foodorama, notes that the chef who serves Michelle Obama's birthday dinner could end up working for the administration.

Get more pure politics and keep up with the 2013 Inauguration at ABCNews.com/Politics.

All four chefs that have prepared her birthday meal in the past have gone on to participate in Obama's Let'sMove! initiative or been named as members of the State Department's American Chef Corps.

Whether it leads to a White House gig, a visit from the first family gives a local restaurant a boost.

"Businesses have a big spike when the president and first lady go out," blogger Kohan told ABC News. "By the end of it, there's always a crowd outside the restaurant. ? In the past, the crowds have sung Mrs. Obama 'Happy Birthday.'"

The birthday dinners are always off the record and kept secret until the president and first lady arrive at the restaurant. Unlike the usual drop-by, restaurants are usually given a heads up when the Obamas are coming for a special occasion or birthday dinner, according to Kohan.

Secrecy remains a top priority, however, and the White House asks restaurants not to discuss publicly what the Obamas dine on.

As for where they might be headed tonight, Kohan said "it's dangerous to predict." The president and first lady have yet to make a repeat visit to a D.C. restaurant for a formal excursion.

Asked about their plans for tonight, White House Press Secretary Jay Carney just smiled and said "I don't want to ruin the surprise."

Why Social Games are good for the gaming community | Airborne ...

Some of you out there hate social games like the ones on Facebook.? For hardcore gamers, I can understand that.? Although, since I think of myself as a fairly hardcore gamer I don?t totally understand it since I like them.? However, if you think about it social games are actually good for gamers.

full-park
Before you get all male crazy on me and say that I?m delusional, let me explain why.? Social games give non-gamers an in to our world.? Now that may sound stupid but think about it, have you heard as much complaints the last few years from those ?non-gamers? who are now playing games like Farmville, The Sims Social, and the hundreds of other games on places like Facebook?? No, you haven?t, or at least it has died down a lot.? That is because these people, who don?t consider themselves gamers even though in the basic sense of the word are, understand on some level why gamers like to play games; it is an escape from everyday life.

RCT-1
Where did this sudden revelation come from for me?? Well, to be honest as I was playing Farmville 2, I got an invitation to play Coasterville.? I checked it out and it made me nostalgic for Roller Coaster Tycoon, which I loved to play back when it was popular.? This got me thinking about how gaming has changed and, well it was a natural conclusion.? And while all you manly men out there think you are too good for social games, let me tell you that I have lots of male friends who play them.

UK science body 'may sell home'

One of the oldest scientific organisations in the world may have to sell off its home in Mayfair, London.

The Royal Institution was founded in 1799 to link science with wider society and is well known for its televised Christmas lectures.

The RI has reportedly instructed a niche property agent to market its building on Albemarle Street for ?60m.

The charity has been in financial difficulty for several years.

In a statement, the organisation's chairman Sir Richard Sykes said: "It is well known that the redevelopment of the [Royal Institution's] building during the last decade undermined the financial position of the charity.

"The recently appointed trustees have worked hard to put the charity back on a sound financial footing."

The ?22m project to re-fit the 18th Century buildings, and provide an upmarket restaurant and bar, was intended to help attract more people to the site and promote the science body's work.

But the RI was not able to recoup the investment through hiring out its facilities and found itself in a financial crisis.

The Times newspaper reports that the RI has tasked property agent Cyril Leonard with marketing its 21 Albemarle Street home.

Sir Richard explained: "The RI and its advisers are exploring a range of options to ensure it can continue to pursue fully its charitable aims and deploy its resources optimally."

He added: "It is clear that this is likely to involve a restructuring of the charity and, ideally, a substantial partnership. It may also involve the RI sub-letting or disposing of some or all of its Albemarle Street property."

Many notable scientists have worked at the Royal Institution, including Michael Faraday. The organisation provided the setting for much of the research by Faraday that led to the practical exploitation of electricity.

Mayor Bloomberg Updates New Yorkers on Potential School Bus Strike

The following are Mayor Bloomberg?s remarks as delivered at City Hall today.

?Good afternoon, everyone. Last month, Schools Chancellor Dennis Walcott and I announced the possibility that the school bus drivers? union would call a system-wide strike or job action.

?We also described then the steps the City had taken to ensure that a strike would present the least possible hardship to students and their families.

?Unfortunately, it now looks like that the union ? Local 1181 of the Amalgamated Transit Union ? will go on strike this week, possibly on Wednesday.

?Reports are that the union will hold a press conference at 4:30 PM today, so we may know more about their plans then, but all of this is just speculation, and if they do or do not strike, change the time or the date, I don?t want you to hold it to us. This is just the best intelligence of scuttlebutt that we?ve gotten so far.

?However, should they decide to strike, it would unnecessarily jeopardize the education and safety of the more than 150,000 students who take school buses every single day, in a year when our students have already missed a week or more of school because of Hurricane Sandy. We certainly don?t need to make it more difficult to get to school.

?We have told the unions in unequivocal terms: Do not walk out on our students. A strike would be not only unfair to children and families, it would be totally misguided ? because the City cannot legally offer what the unions are demanding.

?Have you ever heard of a strike where one side is demanding something that the courts have ruled illegal? It is just meshugana, as we say in Gaelic.

?Here are the facts: New York City pays $1.1 billion each year for school busing, or an average of $6,900 per student. Back in 1979, for slightly fewer students, we paid $100 million. So more than ten times the money since 1979 for only about 25 percent more students. And the $6,900 per student is far more than any other school system in our country. For example, Los Angeles just pays $3,100 per student. And the monies that we spend on transportation are monies that we don?t have to put into our school system. Or you could look at it another way and say they?re more taxes than the people have to pay if we didn?t have that expense.

?To cut down on the cost and transfer these savings to the classroom, we would need to open the contracts to new bidders. Last year, we bid out contracts for pre-school bus routes, and the new contracts are right now saving taxpayers $95 million over five years. That money is going back into the classrooms where it?s needed the most. That?s how we pay our teachers, that?s how to pay the interest on the debt to have sports facilities and lunch room facilities and library facilities and to keep our students safe in their schools.

?This year, to save more money, we?re bidding out contracts for another 1,100 bus routes. The contracts for those routes expire on June 30th of this year ? so we need to have new contracts to be signed before the next school year.

?Unfortunately, the school bus drivers? union is demanding that the bids include job protections the City is not legally allowed to provide.

?During a prior bid attempt, under circumstances that were essentially the same as those this year, the New York State Court of Appeals ruled that the City could not legally include the job protection provision the union is demanding.

?This decision was not just the decision of the Appeals Court, it was the decision written by the head judge of that body. This provision is the only reason the union is calling a strike.

?They will pretend that this is about safety, but the fact is these contracts include the exact same safety provisions as the current contracts, and they require that all bus drivers are certified and have completed the mandatory trainings.

?This isn?t about safety; it?s about job protections the City cannot legally offer, and yet the union is threatening to strike anyway.

?If a strike does happen, we have a plan in place to help all affected students get to school and minimize hardships for families, but we have to go ahead with this bidding because we need the money in the classroom where it belongs.

?Let me walk you through the elements of what we?re going to do to mitigate the pain if, in fact, the union strikes to try to make it somewhat less inconvenient for our students who are trying to get to school. And these kids are students who really do need buses, these are a lot of special ed kids.

?First, students who currently receive yellow school bus service can get a temporary MetroCard valid as long as the strike continues. They will be distributed at schools, and schools will work to make sure that every student who needs one gets one. The Department of Education has informed the Metropolitan Transportation Authority that it may need to accommodate additional riders.

?Parents of children in grades K through 2 can request an additional MetroCard if they have to escort their child to school. So can parents of children who require transportation from their homes directly to their school.

?Parents of children in grades K through 6 who get yellow bus service and for whom public transportation to school is not an option, in other words there isn?t any public transportation where they live, they can get reimbursed for transportation costs. If the parents decide to drive their children to school, they?ll be reimbursed at a rate of 55 cents per mile. If they use a taxi or car service, they?ll be reimbursed after completing a form available in their schools.

?Students who arrive at school late because of disruptions to yellow bus service will be excused for up to two hours. Students who are unable to attend school because of disruptions to yellow bus service will be marked absent with an explanation code that will ensure their attendance record is not negatively affected.

?And afterschool programs will remain open, but unfortunately no school busing will be provided.

?There are some other steps we are taking to minimize the impact of this disruption and keep our kids safe. The NYPD, as you know, will deploy additional transit officers and crossing guards to help manage an increase in the number of students using public transportation and walking to school. Additional school safety officers will also be deployed to public schools.

?The Taxi and Limousine Commission will issue an alert to all licensees to anticipate increased demand and have the maximum number of cars available.

?At the same time, the Department of Education will be posting materials online for every grade and core subject so that students who can?t get to school during the strike can continue their learning at home, but we urge all families to do everything possible to find a way to get our kids to schools where they can have a great teacher in front of them and they can continue to get the education they?re going to need to survive and to prosper in America.

?Even with all these measures in place, however, a system-wide strike would present, we understand, significant challenges for students and families ? and threaten the education of our kids during a year when they have already, as I said before, missed a week of school as a result of Sandy.

?We all hope that the drivers? union will do the right thing and not strike at the expense of City schoolchildren and taxpayers. But the City is prepared for a strike, and we?ll do everything we can to help students and parents get through it.

?If you have further questions, you should call 311. You can also check NYC.gov for updates."

UnitedHealth, Mayo Partnering To Merge Insurance, Care Data ...

UnitedHealth announced it will partner with the Mayo Clinic to merge insurance and medical data to try to improve and standardize?care?in order to lower costs.

The Wall Street Journal: Researchers Mine Data From Clinic, Big Insurer
The new effort, dubbed Optum Labs, will be part of UnitedHealth's Optum health-services arm. UnitedHealth Group Chief Executive Stephen J. Hemsley said the company viewed it as a "dedicated research unit ... not a profit-driven undertaking," and the goal was to create "a neutral place to conduct research" with partners from around the health industry, with the findings to be made public. He compared it to the historic Bell Labs, where a number of important technology discoveries were made over decades (Mathews, 1/15).

Bloomberg: UnitedHealth Joins Mayo Clinic In Pact To Improve Care
UnitedHealth Group Inc. (UNH), the largest U.S. provider of medical coverage, will join the Mayo Clinic in a research alliance designed to merge insurance records and medical data to find more efficient ways to deliver care. The venture will focus on fundamental issues that may help standardize care in a way that will lower costs, said Veronique Roger, head of the clinic?s Center for the Science of Health Delivery. This could include things such as analyzing the steps needed for successful hip replacement surgery or ways to get patients to consistently take their medicines, she said. "Every doctor, every nurse, every academic medical center wants only to do the right thing for their patients," said John Noseworthy, the clinic?s chief executive officer (Cortez, 1/15).

Wearable Tech Is The Next Big Thing - Business Insider

People today are already pretty much inseperable from technology, whether it's a smartphone, laptop, or tablet.?

But that's not stopping innovators and creators from coming up with ways to bring technology even closer to us.?

Google Glass is probably the most well-known wearable tech item, but other examples include a pair of boots that charge your cell phone, and a glove that allows deaf and blind people to send text messages.

Tech Trends: Desktop Computer Tech in 2013

In my next installment of the series on what type of tech you can expect to see in 2013, I would like to touch on the forefather of most of the devices that are currently available: the desktop PC. Desktop PCs have had a long and storied history over the last few decades and were instrumental in introducing us to many of the things we currently take for granted, such as surfing the internet and playing video games. Even with all of the newest advances in mobile technology, desktops are still extremely popular and usually the best way to go in terms of power and affordability.

In order to accurately assess the possibilities of what type of hardware advancements we might see in the coming year, the first thing needed is to break things down into the separate components that make up each desktop. While each tech device contains most of these components, the ability to customize and change parts by the end user makes looking at the individual parts the most applicable when referring to desktops. Following are some of the main parts that make up a desktop, where things stand now and where we can expect them to go in the coming year.

CPU

Given that the CPU is basically the brain of the desktop, it makes sense to start with it first. While each component is needed to actually make a desktop work, the CPU is the part that performs all of the computer?s computations and coordinates between each individual part. Tech companies have made huge strides over the last decade in bringing a level of power that has never before been seen in commercially available units.

Projections for the coming year are optimistic in terms of CPUs that will provide users with an even higher level of power over what is available today. Tech giant Intel is slated to release their Ivy Bridge-E units for users looking for extreme performance and the Haswell processors for the more mainstream portion of customers.

Storage

For those of us who have been technophiles since the beginning of the rise of personal computers, memories are sure to exist of hard drives containing storage capacities of under one gigabyte. In comparison, today?s computer users are spoiled with affordable storage devices existing that contain room for terabytes of information, which is one thousand times larger than one gigabyte.

Most current internal and external drives usually come in capacities of around 2TB. While larger sizes do exist, they can be prohibitively expensive for the average user. Western Digital, one of the leading manufacturers of storage devices today, has recently announced that they will be unveiling an internal, 3.5 inch drive made for desktops, which will contain a whopping five terabytes of storage space!

Graphics

One of the key components for any fan of computer games is the graphics adapter housed in their desktop. With the increasing level of sophistication that make up most current computer games and graphics programs, the need for faster and more powerful graphics adapters, also known as video cards, is ongoing.

Current video cards are designed to handle these resource-intensive programs using a combination of a dedicated graphics processing unit (GPU) as well as RAM that is dedicated solely to processing and storing the information that makes up each program. Most changes that we are likely to see will come in the form of more advanced GPUs and a higher level of RAM, both of which will allow PCs to process the higher level of information that newer programs will be made up of.

While there are, of course, other components inside each desktop PC, the ones listed above are those that usually see the most movement in the form of power and sophistication. With advancements in each one of these categories comes desktop models that will outshine previous models and provide even more power and speed than anything we have seen to date.

University of Western Ontario

New research from Western University provides brain imaging evidence that students well-versed in very basic single digit arithmetic (5+2=7 or 7-3=4) are better equipped to score higher on the Preliminary Scholastic Aptitude Test (PSAT), an examination sat by millions of students in the United States each year in preparation for college admission tests.

In findings published today in The Journal of Neuroscience research led by Daniel Ansari, Associate Professor in Western's Department of Psychology and a principal investigator at the Brain and Mind Institute, showed by utilizing functional magnetic resonance imaging (fMRI) on high school seniors that there was a significant link between their brain responses while solving extremely basic, single digit calculation problems and standard scores on the PSAT.

"The surprising thing here is that we found both a positive and negative relationship between brain activation during the very elementary, single digit arithmetic tasks and how well they did on the PSAT test, which measures advanced, high school level math skills," says Ansari, Canada Research Chair in Developmental Cognitive Neuroscience.

Students that scored better on the PSAT math tests generated greater positive activation in a brain region in the left side of the brain, called the supramarginal gyrus, which is known to be linked to fact retrieval, while students that scored lower, produced more activity in an area in the right side of the brain, called the intraparietal sulcus, which is involved in quantity processing and more effortful problem solving.

"Essentially, this means that those high school students that don't do so well on the PSAT use more problem solving strategies when they are doing very elementary sums and subtractions," offers Ansari. "If you are a high school student and you are using brain circuits that we know are associated with fact retrieval and fluency, we see evidence that you are also going to score better on the math portion of the college admission test. There is a clear link between fluency and high level abilities being fluent at basic math counts."

This new knowledge is important from a math education perspective, concludes Ansari, because traditionally, debate rages between the "drill and kill" style approach versus more conceptual, problem-solving based pedagogy, but it is now clear that both methods are important in elementary education. These findings suggest that the way in which the brain is organized for single digit arithmetic calculation predicts performance on more complex math skills, illustrating the critical role that arithmetic fluency plays in building mathematical proficiency among students.

Given that the evidence is correlational, future studies following children from early elementary school through to high school will be needed to shed light on the specific ways in which acquisition of basic arithmetic fluency influences the learning of the kinds of skills tested by the PSAT.
